THE 80-HOUR RULE

What counts as work for Medicaid?

Starting in January 2027, MO HealthNet enrollees in the Adult Expansion Group must document 80 hours per month of qualifying activity. Here is what counts — and who is automatically exempt.

80 hours per month
That’s roughly 20 hours per week, or about 4 hours a day, 5 days a week

Full 80 hrs required for eligible adults ages 19–64

Contact a navigator to understand how to report hours now

ACTIVITIES THAT COUNT

  • Paid employment — full or part-time

  • Self-employment or gig work

  • Job training or workforce programs

  • Vocational education or job skills classes

  • Community service or volunteering

  • Caring for a dependent family member (in some cases)

  • Substance use disorder treatment programs

  • Enrolled at least half-time in an accredited education program

  • Earning at least $580/month (income alternative to tracking hours)

You can combine activities to reach 80 hours — for example, part-time work plus volunteering both count toward your monthly total.

ACTIVITIES THAT COUNT

WHO IS EXEMPT

  • Foster youth or former foster youth up to age 26

  • Those individuals eligible for health services under the Indian Health Service

  • Caregivers of a dependent child 13 and younger or a disabled individual

  • Medically frail individuals (see below for details)

  • Individuals already meeting work requirements through TANF or SNAP

  • Individuals participating in a qualifying SUD treatment program

  • Recently incarcerated within the last three months

  • Pregnant/post-partum individuals up to 12-months post-partum
